intractable debate and that's the fiscal cliff. congress has left town and there's no deal here. senator schumer, the president is now proposing a smaller deal. are we going to avoid the fiscal cliff by the first of the year or not? >> i hope so. if you look at the final positions last monday of both the president and speaker boehner, they were this close, they were this close to a solution. the president was about $200 billion higher on revenues, speaker boehner $200 billion higher on spending cuts. out of a $4 trillion budget, that doesn't seem insurmountable. so i hope they would keep talking. my one bit of advice to speaker boehner is this -- you cannot pass a bill with just republicans. on a broad thing like this, you need both and he has put himself with plan b in sort of an impossible position. he has to get these hard right guys to go along with him. if he were to say and the president were to say we're going to pass a bill with a majority of democrats and majority of democrats in the house and senate we could get a mainstream bill. i know he's worried about his speakership but w

:00 a.m. yesterday, senate leader harry reid said he didn't think the fiscal cliff could be avoided. as you can see, stocks plunged. shortly after noon, senator scott brown posted on facebook of all things that he was headed back to washington because the president had reached out to the gop leadership with a proposal. then the markets bounced up a bit. but then cnbc's john harwood tweeted the white house denied skost brown's post and markets dropped again. thanks, john, for that. then came a late day surge on news that speaker boehner called the house back to washington, and late today we learned that the white house is holding a conference call with ceos on the status of the fiscal cliff negotiations. so maybe things will change once more again tomorrow. joining me now to discuss the business ramifications and what the markets think of all this, the editor of thegrio.com and msnbc contributor joy reid. >> hey, richard. >> hi, joy. do we also have fortune magazine's assistant, yes, excellent, managing editor, leigh gallagher. thanks for joining us, too. wall street seems to have be

some republicans in the senate and also from the house in order to aavert this fiscal cliff. the white house right now is saying they want the threshold for the income tax rates at a quarter million dollars. that might be difficult to get republican support on that, so we'll see if that changes, suzanne. >> do we expect that the president is going to come back early from his hawaii vacation if anything happens on the senate side? clearly, he could get things done from hawaii as well, but it could be at least symbolically for him to return to washington. >> reporter: definitely. we expect that he will be heading back to washington, d.c. he was supposed to be here through the new year. i will tell you nothing is official on the schedule that he's definitely going back to d.c., but the sense you get from the white house is that it's more an issue of when and not if. if there is a bill that goes through the senate, the president will have to be there in order to perhaps twist some arms and certainly the optics are important. if we go over the fiscal cliff, suzanne, you've covered the white

and that is really the last hope we have to get something done before the fiscal cliff. >> does the minority leader and the senate, do they concur with the house of representatives. because it's eventually going to have to go through the house? >> absolutely. they would remaining in contact. just to make sure that the house would be agreeable to whatever the senate minority leader put out. democrats would have to be apprised of that as well but any agreement is probably going to need democrats in the house of representatives. the house is also working on a number of procedural maneuvers tonight to pave the way for quick votes over the next few days. they are not actively involved in the negotiations but if these two are to get a deal, vice president and senate minority leader the house could do a quick vote. >> two other things, first, if they don't do a deal, what can the average american, expect as far as tax increases? >> the average american could and not up and down the income sale. bush tax cuts created lower tax brackets for lower income americans, so up and down you would see specific tax i
